Persistent poverty lost in place

A report on the City Observatory web site - How Poverty Has Deepened - provides data on the number of poor people living in "high poverty" urban neighbourhoods between 1970 and 2010 in America.The study shows that the number of poor people in these neighbourhoods has more than doubled in this period from two million to four million, while the number of such high-poverty neighbourhoods in cities has nearly tripled from 1,100 to 3,100. The study concludes that this growing concentration of poverty is the biggest problem confronting American cities.

Izmir University of Economics joins Networks

Izmir University of Economics (IUE) has become the first Turkish university to participate in the PASCAL Learning Cities Networks (LCN) program. Located in the third city of Turkey which is the second biggest port in turkey after Istanbul, IEU was established in 2001 by the Izmir Chamber of Commerce Education and Health Foundation.

New OECD education publications on global education trends

Two new OECD education publications on global education trends will be released at 13.00 CET/12.00 GMT on Monday 19 January 2015. These will then be presented in an international webinar on Tuesday 20 January at 17.30 Paris time.

Cultural Policies and Activities for Sustainable Learning Cities, Communities, and Regions - A Rolling Workshop for 2015

This paper has been prepared to provide some background and short overviews of selected issues with a set of questions for discussion at the Rolling Workshops which will be held in the period February to May 2015 in Ostersund, Glasgow, Catania, and Pecs to discuss how cultural policies and activities can be developed so as to contribute to sustaining learning cities and regions.

Inclusion strategies in hard times

The CEO o the Australian Centre for Social Impact in his Christmas message touched on themes relevant to inclusion strategies in learning cities in hard times when funding his limited.  He points out that for decades Australia has spent more and more money to address social issues and improve outcomes and has "arguably failed to make much progress and have definitely run out of money". He continues "We have no choice but to work towards improving the productivity of our social dollar".

International Congress of Educating Cities Declaration on Inclusion

The 13th International Congress of Educating Cities held in Barcelona in November adopted a Declaration on Inclusion in Educating Cities. 838 participants from 189 cities in 34 countries attended the conference.

Culture in Sustainable Futures

The University of Jyvaskyla in Finland will host a conference in Helsinki on 6-8 May 2015 on the subject "Culture in Sustainable Futures : theories, policies, practices.

Governing urban futures conference

The LSE Cities program at the London School of Economics is hosting, with a number of partners, an Urban Age conference on Governing Urban Futures in Delhi on 14-15 November. The conference will consider urban governance and the future development of cities.


India is currently undergoing dramatic shifts from rural to urban activities with a projected increase of 250 million urban dwellers by 2030. There have not been Indian participants in either PIE or the current Networks program. PASCAL would like to fill this gap and welcomes Indian participation in Networks

Chinese Government Policy Paper on Learning Cities

The Chinese Government launched in August 2014 its first official policy paper on learning cities titled "The Decision on Promoting Building Learning Cities". The paper was jointly issued by the Ministry of Education and six other government ministeries.

PASCAL Learning Cities Networks - Harnessing Cultural Policies in Building Sustainable Learning Cities - Rolling Workshops, 2015

Participants in the Harnessing Cultural Policies in Building Sustainable Learning Cities Network will collaborate in a rolling Workshop to be held at venues in four countries in the period February-May 2015. The venues will be in Östersund, Glasgow, Catania, and Pecs.<--break->
