The 13th International Congress of Educating Cities held in Barcelona in November adopted a Declaration on Inclusion in Educating Cities. 838 participants from 189 cities in 34 countries attended the conference.

The Declaration is featured below and attached for download. Educating Cities and Learning Cities share a lot in common and much of the Declaration would apply to Learning Cities as well as Educating Cities. The Declaration advocates greater decentralisation with proximity seen as a desirable strategy in addressing exclusion.

The Declaration has been circulated to members of the PASCAL Learning City Inclusion Network for comment and responses.
