Elena has 10 years experiment of teaching at local school and also 10 years experiment of working as a civil servant at Zelva district executive committee. Since 2019 she has involved in the programme “Learning cities and districts”. 

She developed educational courses and taught the local population different professional and socially important skills, including project management, leadership in the local community, work with youth (tendencies and approaches), human rights-based approach in strategic planning and project management implementation of an area-based approach, sustainable development of the territories, creative economy in tourism, a conscious approach to a healthy lifestyle asset mapping for communities.

She was involved in the preparation of various development strategies of Zelva district such as Territorial Development Passport, Local economic development plan, Action Plan for Sustainable Energy and adaptation to climate changes, Strategy for the development of additional education for adults.
