The EU URBACT initiative is similar to the PASCAL EcCoWell initiative is aiming to move beyond a world of silos to integrated urban development. People inbvolved in the PASCAL EcCoWell Network, which is led by the city of Cork, will find much of interest on the URBACT web site http://urbact.eu. This includes papers on "Combing horizontal and vertical integratio" and on a Trople Helox approach based around an interesting model.

The city of Cork has contributed much in elaborating and testing EcCoWell ideas shaped by PASCAL in 2012. cork has an EcCoWell web site that may be visited. Cork and Taipei are now initiating one year Learning Neighbourhood pilot projects which are likely to lead to useful insights in clarifying the role of neighbourhoods in achieving more integrated urban development.
