The challenges of the post-secondary non-University professional qualification (level 4) for enterprise innovation in Portugal, in the context of European Union and OECD countries



Most of the advanced nations owe, in large measure, their prosperity to the productivity and competitiveness of its labour force. These are related, mainly, by two core conditions:
  • the level and appropriateness of qualifications, competences and skills of the active population, which enables the production and transfer of novel ideas, leading to increased entrepreneurship and wealth creation;
  • the quality and sophistication of equipment, technologies and managerial and organizational practices.
