Patricia Inman is the Senior Research Associate for International Engagement in the Center for Governmental Studies at Northern Illinois University, DeKalb, Illinois, USA . She is also the Director of PASCAL for North America. She received her doctorate in Adult and Continuing Education from Northern Illinois University. Research interests include community development, program assessment, university engagement and regional policy (particularly related to local food production).

Chris Shepherd is the Vice-Chair of the PASCAL Board and Honorary Senior Research Fellow at the University of Glasgow. Chris Shepherd has a distinguished career that has bridged local government, consultancies and the academic world. He is the former Strategic Director for the London Borough of Lewisham, the Chief Executive of the Borough of Dartford and a former Director of the Kent Thameside Development Agency which led one of the largest regeneration projects in the UK.

Peter has previously held head of evaluation and research roles in private sector consultancies, Office for Public Management, Evident and Focus.
